For more information on diversity and inclusion, please visit: .Financial Planning is responsible for developing the ministry estimates, preparing Committee of Supply briefings, allocating and monitoring the ministry budget and forecast activities, preparing quarterly fiscal updates and preparing and implementing the ministry’s capital plan. It is also the primary liaison with Treasury Board and Finance for the budget and fiscal update process.Role ResponsibilitiesThe Financial Planning Unit is looking to fill a permanent Budget Analyst position within their team.Reporting to the Team Lead, as Budget Analyst, you will work in a small team responsible for collecting and analyzing financial data to produce ministry forecasts and budgets.Highlights of Key Responsibilities include:

  • Monitoring the Ministry budget and assisting with preparation quarterly forecasts.
  • Collaborating and working closely with program area clients at various levels to analyze, validate and explain spending trends against budget, develop the forecast and explain the variances.
  • Consolidating and analyzing large amounts of financial information and communicating to various stakeholders differently depending on the audience.
  • Maintaining and monitoring financial system coding and reports.
  • Monitoring monthly financial transactions and analyzing results for trends and accuracy,
  • Reviewing contracts and grants for budget availability.
  • Preparing government Estimates, Committee of Supply Briefings, Annual Report and Quarterly Fiscal Updates.
  • Preparing the Ministry capital plan submission; variance analysis and explanations.
  • Coaching, training and mentoring other Budget Analysts, ministry program area staff responsible for forecast preparation.
  • Preparing and reviewing the fiscal portion of the Ministry business plan.
  • Providing clear and concise financial advice and guidance to client areas.
  • Responding to ad-hoc and urgent financial requests, and
  • Other duties as required.

  • Experience working with relevant financial information systems, reporting tools and software (e.g., Enterprise Resource Planning (ERP) / System Analysis Program (SAP).
  • Ability to manipulate data sets using Excel.
  • Experience preparing briefing materials and presentations that translate financial data into meaningful information for decision makers.
  • Knowledge of financial administration, monitoring, projecting, costing and budgeting concepts.
  • Experience in preparing and overseeing complex budget forecast submissions within a large organization.

Assets:

  • Canadian professional accounting designation (CPA or legacy designation) or equivalent
  • Knowledge of PSAS (Public Sector Accounting Standards) and the ability to interpret PSAS for the monitoring, recording, reporting and interpretation of financial information.
  • Experience using Fiscal Amounts Tracking Sheet (FATS).
