Job description: RPI Executive Search has partnered with Beaver Lake Cree Nation (BLCN) in their search for a Chief Administrative Officer (CAO). Reporting to the Chief and Council, the CAO will be responsible for providing sound advice and support to leadership and for facilitating effective and efficient management of the nation. The successful candidate will be responsible for tasks such as: improving staffing and services, reducing costs, following political process, managing financial and administrative systems, maintaining familiarity with all aspects of Treaty Six relationships and responsibilities, and more. This is an office-based position with requirements to live in Beaver Lake Cree Nation or its surrounding areas.Key ResponsibilitiesThe responsibilities of this role include, but are not limited to:
- Act as the primary advisor to Chief and Council, providing strategic recommendations and guidance on governance, operations, and community development.
- Implement the vision, policies, and directives of Chief and Council, ensuring alignment with the community goals and priorities.
- Provide leadership to department managers and staff.
- Represent the community in meetings with government bodies, funding agencies, and other external partners while advocating for community interests.
- Develop and oversee the implementation of long-term plans, based on the Nation’s existing Strategic Plan.
- Lead initiatives to identify and secure funding opportunities as needed.
- Monitor and evaluate the effectiveness of programs, services, and projects, making recommendations for improvement when necessary.
- Oversee the development and management of the Nation’s annual budget, ensuring fiscal responsibility and alignment with Community priorities.
- Ensure accurate and timely financial reporting to Chief and Council and funding agencies, maintaining accountability.
- Identify opportunities for cost savings, revenue generation, and efficient resource allocation.
- Manage the day-to-day administration of operations of the community.
- Ensure compliance with all applicable laws, regulations, and funding agreements.
- Build and maintain strong relationships with community members.
- Anticipate potential risks and challenges throughout day-to-day work, proactively implementing solutions to mitigate impacts on the Nation.
- Build partnerships with businesses, organizations, and government agencies to support and promote economic growth.
- Ensure that community programming is guided by and respectful of the Nation’s cultural values, traditions, and heritage.
Candidate ExperienceWhile no individual will embody every quality, the successful candidate will bring many of the following professional qualifications and personal competencies:Professional Qualifications
- A university degree or post-secondary diploma in a related field, such as business administration, public administration, or governance.
- A combined equivalent of a minimum of five years proven management experience in a First Nations setting or equivalent First Nations experience.
- Relevant certifications in leadership, governance, or project management would be considered an asset but are not required.
- Proven experience managing teams and leading, training, and supporting staff.
- Skilled in budgeting, financial forecasting, resource allocation, long-term planning, and managing complex operations at a senior level.
- Knowledge of relevant federal and provincial policies, regulations, and funding programs affecting First Nations communities.
- Proven ability to manage multiple projects, deadlines, and stakeholder relationships effectively.
- Experience working with Indigenous elders, community members, and leaders, ensuring their voices are central to decision-making processes.

- Passion in working with First Nations communities and understanding Indigenous culture, traditions, and governance structures.
- Strong leadership skills with a demonstrated ability to inspire and manage teams, fostering a collaborative and positive work environment.
- A results-oriented mindset, with a focus on community development, growth, and long-term sustainability.
- Excellent verbal and written communication skills with the ability to engage diverse stakeholders, including internal staff, external stakeholders, government bodies, contractors, and other partners.
- Ability to manage crisis situations and make difficult decisions with confidence and compassion for the community.
- Strong analytical skills, with the ability to assess complex situations, develop innovative solutions, and create effective strategies that align with the community’s vision and values.
- Maintains a valid Class 5 driver’s license.
- Ability to communicate in Cree is considered an asset but is not required.
