Our private ownership provides long-term business planning and strategic decision horizons supported by a strong financial position.Job DescriptionWe are currently seeking a qualified construction estimator to join our Energy team, based out of Edmonton, AB. The construction estimator will be responsible for performing multi- discipline cost estimating generating capital cost and common services / indirect estimates; data analysis and is able to make recommendations; and control activities for project and/or proposal efforts. Support estimate reporting and reviews, provide technical direction to assigned personnel when delegated. Support training activities, as needed and execute simultaneous tasks within broadly defined parameters.in this full time permanent role and be a champion ofDuties & Responsibilities:The following duties are performed with respect to Estimate Execution, the process of conducting an evaluation of services and/or capital cost elements of a project or effort as defined by an agreed-upon scope that will be used to make key management decisions:

  • Prepares and reviews services cost estimates. Properly applies payroll adds, commercial terms and conditions, and creates cost models for fee calculations, and/or:
  • Prepares and reviews capital cost estimates. Develops productivity analysis of construction operations and verifies results by manpower and crew analysis of work operations by craft. Establishes productivity basis to be utilized in estimates.
  • Works with other disciplines and functions to collect all necessary data on scope and quantities to prepare an accurate estimate in specialty discipline areas. Performs analysis on functional input.
  • Participates in establishing pricing structures to be applied to quantities for estimates. Ensures that the estimate is in line with market trends and pricing.
  • Manages variations and changes to base estimate and ensures that implications of changes are evaluated before finalizing the solution.
  • Influences aspects of the specification in the interests of cost rationalization.

The following duties are performed with respect to Foundation Development, the process of establishing and maintaining technical capabilities for personnel, cost databases and tools:

  • Takes ownership of sections of the estimating database(s) summarizing, updating and maintaining databases for discipline estimates and historical cost data.
  • Supports development of estimating standards and procedures.
  • Generates and retrieves reports in the appropriate software application, understands and summarizes the data in the required presentation for management reviews.

The following duties are performed with respect to Project/Site Management Support, the process of providing support services to projects/sites in the form of external cost analysis and estimate reviews in addition to estimate-to-budget conversions:

  • Prepares cost studies utilizing historical data, statistical analysis and cost and quantity comparisons. Innovates new techniques as required to meet specific needs.
  • Assists projects in identifying scope deviations.
  • Analyzes cost/price data from suppliers/subcontractors to generate comparative data (historical costs and other metrics) as part of the cost/price analysis.
  • Participates in and contributes to Value Engineering studies.

Job Dimensions:Decisions

  • Decisions made concerning day-to-day estimating activities that may be of significant commercial importance and well defined by policy and procedures.

Supervision Received

  • Reports to and receives technical guidance and minimal operational supervision from designated supervisory personnel.
  • During preparation of a project proposal, reports to the assigned Proposal Manager on a day-to-day basis.

Supervision Exercised

  • Provides technical and operational supervision to assigned personnel when delegated.

Contacts

  • Maintains relationships with estimating and construction personnel, particularly with individual functional group leaders, in both home and field offices.
  • Periodic contacts with vendors and Bantrel Supply Chain.
  • Provide data within guidelines set by Supervisor to external Customers.

Qualifications

  • 7-10 years of experience in a Project Controls, Estimating or Construction Planning related field.
  • Engineering, technical school diploma, trade ticket, etc. or equivalent work experience (with specific experience in work-front planning and or scheduling) is preferred.
  • Construction field experience is preferred.
  • Continuing self-development in relevant areas relating to Project Controls and Project Controls Management.
  • Self motivated with a willingness to take on increasing responsibility.
  • Prior supervisory experience on smaller projects and demonstrated ability to handle additional responsibility.

Skills/ Job Knowledge:

  • Demonstrated understanding of estimating core processes requiring minimal direction and supervision.
  • Knowledge of EPC estimating methods, processes, and procedures, in addition to the estimate types, classifications, and components. Experience with Lump Sum Design Build estimates. Specifically understands detail level estimates and design packages.
  • Knowledge of market pricing and pricing sources in the area of specialization.
  • Knowledge and experience in construction estimating practices and methods.
  • Practical experience in performing quantity takeoffs, statistical analysis, and cost and price analysis. Skilled in understanding technical discipline processes. Familiar with engineering and construction codes and standards.
  • Familiar with commercial terms and conditions (contractor relationships, currency exchange, taxation, inflation, insurance, escalation, etc.).
  • Understanding of cost index and escalation projections sources.
  • Full understanding of project cash flows and the corresponding time value of money as the cost of working capital.
  • Familiar with risk and contingency.
  • Applied analytical and quantitative skills. Effective in utilizing metrics to check reasonability.
  • Knowledge of financial report systems, Controller account codes and understanding of Controller Instructions that impact estimates.
  • Oral and written communication and presentation skills.
  • Knowledge and experience in producing quantity takeoffs, statistical analysis, cost and price analysis, life cycle analysis and management of personnel.
  • Understanding and implementing technical discipline processes, understanding engineering drawings, quantity determinations, and mathematical and financial reports.

Software Skills:

  • Microsoft Suite including proficiency in Excel
  • Primavera, MS Project
  • BlueBeam
