Learn more about the top reasons to join us:Position Overview:The Design and Construction Project Manager FM manages, coordinates, and controls the planning, design, and construction stages of the City’s large complex capital building construction projects for new construction, renovations, state of good repair and major repairs. Delivers well-designed and constructed facilities within the project owner’s specification, schedule, quality, and budget.Competent in all building science and systems including architectural, civil, landscape, electrical, mechanical, building code, fire code and sustainable design.Responsibilities:

  • Acts as Project Manager for large complex capital projects (e.g., managing, directing, coordinating, scheduling, budgeting, problem solving). Negotiates, approves and issues change orders as required. Provides technical guidance (e.g., building science principles, problem solving) to consultants and contractors. Oversees project budget (tracks budget, calculates and reviews estimates and reports). Problem solves as issues arise (e.g., unforeseen existing conditions, value engineering, costings). Approves design of capital projects.
  • Analyzes, investigates, and interprets existing design data. Evaluates construction strategies for construction projects. Reviews and recommends proposed designs. Develops high level design concepts to review with stakeholders. Calculates, prepares, and reviews cost estimates for construction projects. Provides design, technical and building science expertise to consultants and contractors. Liaises with contractors, general public and other City divisions with respect to phasing, staging and scheduling construction projects.
  • Responsible for short range planning includes budget tracking/control; project scheduling, initial design concept, public information sessions; site plan approval applications, final drawings for tendering; tendering (contract, advertising, closing date); report preparation for Council approval (contractor, budget); construction start date; completion date; project phase planning.
  • Provide information and support for long range planning including project and facility life-cycle cost analysis; capital budgeting control, 10-year capital budget recommendations; scheduling of capital projects; consultant evaluations.
  • In conjunction with the project owner and steering committee stakeholders, creates a project plan to define project requirements including roles and responsibilities, decision making matrix, scope of work, schedule, budget, and quality. Maintains project plan throughout the life cycle of the project.
  • Working knowledge and experience in sustainable architectural, structural, mechanical, electrical, and civil construction design principles and practices to fulfill design, negotiation, troubleshooting and inspection duties.
  • Interpret and enforce construction contracts such as CCDC, Integrated Project Delivery and P3. Knowledge of and ability to understand, interpret and apply construction contract lien legislative law as it pertains to the above construction contracts.
  • Coordinates a stakeholder team comprising staff, community members and outside consultants to define needs and project scope in greater detail.
  • In conjunction with project owner and consultants, establishes final design approach; material selection and technical details; and refines budget.

Requirements:

  • Minimum 3-year degree or diploma in a related field.
  • Minimum 4-7 years of direct experience leading and managing large complex construction projects.
  • Valid MTO “G” class driver’s license and reliable vehicle to perform construction site visits.
  • Demonstrated project management experience related to the design of recreational facilities in a municipal environment.
  • Ability to understand, interpret and apply project management processes, principles, and theories to manage the lifecycle of projects to ensure scope, schedule and budget are maintained.
  • Working knowledge in architectural, structural, mechanical, electrical, and other construction design principles and practices to fulfill design, negotiation, troubleshooting, and inspection duties.
  • Knowledge of and ability to interpret and apply sustainable design and construction principles and proven LEED certification experience.
  • Knowledge of the Ontario Building Code and other relevant legislated requirements to ensure and enforce compliance throughout building construction projects.
  • Familiarity with the Ontario Health and Safety Act.
  • Ability to communicate and work with various levels of internal and external contacts and to lead and earn the respect and confidence of a project team.
  • Negotiation and conflict resolution skills to deliberate contract details.
  • Planning, organization, and time management skills.
  • Skill in the use of a personal computer using software packages such as Microsoft Office, Excel, Outlook, MS Project, AutoCAD, Asana, and Revit.
  • Ability to support and project values compatible with the organization and to participate as an effective team member.
  • Must be reliable with a good attitude and employment record.
