Job description: Your Opportunity:Reporting to the Executive Director, Direct Patient Care and General Services Contracting, this position facilitates work provincially related to corporate administration of a variety of direct patient care portfolios including but not limited to providing leadership, direction, and expertise on routine and complex business matters to a provincial team of Zone and Provincial operation leaders, management within CPSM, and other departments. This position is responsible for developing and executing an AHS sourcing/contracting plan in collaboration with clinical program groups. These contracts have fundamental impacts on people’s lives and the health of Albertans and AHS requires the highest standard when it comes to contracting of health services so as to ensure that its legislative responsibilities carried out, the public health protected, and accountability maintained.Description:The Director is accountable for complex, high risk and politically sensitive key initiatives with responsibilities focused on planning, building and execution of these strategic initiatives while advising clinical program groups in the areas of risk management & contracting best practice. This position involves the engagement of Senior Executives of multimillion dollar companies, not for profit organizations, provincial municipalities & other jurisdictions to collaboratively develop contracts that meet the needs of the overall AHS strategy, while minimizing both clinical, patient & AHS risks. Key responsibilities & accountabilities are: Provide strategic solutions to clinical program groups for high risk or political sensitive situations in either sourcing, contracting and/or relationship management. Establish & maintain positive relationships with key local, provincial and national representatives, healthcare stakeholders including government depts and officials as well as the key members of the vendor community and advocacy groups. Contract monitoring, risk analysis and performance management. Provide expertise & lead major political and financial valued sourcing project plans through the sourcing, contracting and negotiation phases. Support best practice & template development within CPSM, delivering training, coaching & advisory responsibilities to contract coordinators, administrators & stakeholders. Recruitment and performance management of a team comprised of Contract Coordinators & Contract Administrators. Supervision, mentorship and coaching are important aspects of this role in order to mentor staff for career progression within CPSM. Effective communicator with strong organizational skills, client and patient focused orientation and commitment to providing quality services.

Required Qualifications:Minimum of a Bachelor degree is required. Business specialization or health/social science with additional coursework in project management, leadership development, process improvement, statistics or accounting are all assets.
Additional Required Qualifications:Progressive senior leadership experience in a contracting or procurement environment, including experience in a management role in health and or social science and or business-related field. Practical experience in strategy, policy development, leadership, and project and program management. Strategic thinking, taking into account long-term goals assessing options and implications. Ability to make major decisions in a sound, consistent and defendable manner given short timeframes and levels of pressures and risk. Leadership skills, including demonstrated ability and comfort with decision-making responsibilities, coaching and teaching, and the ability to inspire and build confidence in others. Ability to manage change and create innovative solutions for complex and diverse issues including fully customized procurement processes outside the standard AHS approaches for unique initiatives ad hoc. A minimum of 10 years in a contracting or procurement/negotiation/service provider management role in an organization of significant size, complexity and diversity required or leadership, health/social science equivalencies.
Preferred Qualifications:Experience in a healthcare/government environment a major asset. Experience planning and carrying out competitive processes a major asset.
