The successful candidate is responsible for providing strategic oversight and operational leadership in the areas of financial management, assessment services, and procurement. This role ensures fiscal accountability, supports long-term financial planning, and promotes efficient resource allocation to achieve the organization’s strategic goals.Key ResponsibilitiesSenior Management

• Demonstrate leadership, direction, and accountability for the Finance & Strategic Services Department.
• Form an integral part of the executive team to provide guidance on overall organizational strategic planning and growth strategies.
• Set organizational performance measures and subsequent evaluation methods in collaboration with the executive team.
• In consultation with the CAO, ensure the goals and objectives of Council are achieved.
• Provide expertise, guidance, and recommendations to the CAO, executive team, and organizational leaders in all aspects of the department.
• Develop, implement, and monitor the department’s annual business plans, capital projects and annual operating and capital budgets.
• Ensure legal issues and concerns pertaining to the department are addressed and in accordance with legislation, regulations, and policy.
• Provide governance in accordance with current legislation policies, processes, and procedures.

Finance

• Lead the development and management of the annual operating and capital budgets.
• Oversee financial reporting, forecasting, and long-term financial planning.
• Ensure compliance with applicable legislation, accounting standards, and internal controls.
• Provide strategic financial advice to the CAO, Council, and senior leadership.
• Provide reporting requirements and financial management in relation to grant funding.

Assessment

• Supervise the preparation, defense, review, and audit of annual property assessments.
• Oversee and determine that the administrative processes in relation to assessment and taxation are working effectively.

Procurement

• Develop and implement procurement policies and procedures that ensure transparency, fairness, and value for money.
• Evaluate the procurement and tendering policies, processes, and procedures, ensuring approvals are implemented and communicated.
• Oversee tendering, contract management, and vendor relations.
• Promote sustainable and ethical procurement practices.

Requirements

• Post secondary education in Finance, Accounting, Business Administration, or a related field (CPA designation preferred).
• Minimum five (5) years progressive leadership experience in finance or public sector administration.
• Experience in municipal finance, assessment, and procurement is highly desirable.
• Strong knowledge of municipal legislation, governance practice, and public sector accounting standards (PSAS).
• Proven ability to lead strategic financial planning and manage complex budgets.
• Exceptional leadership, interpersonal, and decision-making skills.
• Excellent communication skills, both oral and written.
• Computer knowledge particularly with systems for business applications.
• Ability to anticipate sensitive issues and practice effective diplomacy.
• Proven problem-solving skills and the ability to manage stressful situations.
• Valid Class 5 driver’s license in good standing.

Expected salary: $135408 – 186186 per year
