- Works with the vice president HSE and HSE Directors to create resources to support the implementation of strategic HSE plans.
- Works with HSE leadership to identify the role HSE programs will play in achieving KPIs.
- Identifies gaps and potential improvements to HSE policy and process and assesses their effectiveness. Recommends and implements required changes.
- Aligns HSE programs to corporate strategic HSE plan.
- Develops resources and training to support the development of HSE professionals.
- Develops and maintains budget for HSE programs and initiatives.
- Leads the development of communication strategy for HSE programs and initiatives in conjunction with vice president HSE and HSE Directors.
- Develops and maintains strong customer focused relationships with key stakeholders and decision makers.
- Establishes strategic partnerships with research organizations and academic institutions to ensure PCL’s HSE system is in alignment with emerging trends within the industry.
- Creates change management strategies to support all regions in HSE program and system changes and updates.
- Leads team members in the analysis, design, development, implementation, and evaluation of HSE training programs.
- Adheres to role-specific responsibilities outlined in the PCL HSE Manual.
Qualifications
- 15 years of experience in related industry, with direct experience in HSE. 8 years of experience in a supervisory role.
- Postsecondary diploma/degree in OH&S or a related discipline.
- Canadian Registered Safety Professional (CRSP) certification preferred (CDN).
- Certified Safety Professional (CSP) certificate preferred (US).
- Extensive travel is required for this position (50%).
- Strong knowledge of construction processes, execution, and terminology.
- Ability to work within an executive environment.
- Knowledge of all OH&S and environmental legislation related to the region associated with specific HSE programs.
- Ability to problem-solve within OH&S legislation.
- Knowledge of contract, employment, and civil law and how they interact with OH&S law.
- Proven ability to influence, coach, and mentor others on corporate HSE processes.
- Ability to communicate HSE issues, trends, and objectives to leadership.
- Conflict resolution, with the ability to manage and effectively resolve conflict and influence others towards resolution in high-pressure situations.
- Strong communication and presentation skills on HSE topics to district management, corporate, or clients.
- Ability to develop, influence, and maintain effective stakeholder relationships collaboratively.
- Ability to influence safety culture at PCL and industry.
- Ability to influence industry legislation.
- Strong knowledge of Microsoft Office Suite and internal operational systems, with a strong aptitude for adopting new technology.
- Ability to lead, influence and motivate teams through significant change management initiatives.
- Ability to assess the needs of the organization and prioritize and propose programs and initiatives that align with business needs.
- Understanding of educational practices and training to effectively educating on HSE principles.
- Advanced organizational, planning and time management skills, with the ability to multitask, prioritize and delegate.
- Effective verbal and written communication skills, specifically technical writing ability.
- Experience in claims and risk management.
- Experience with safety management systems and data and reporting software.
MANAGEMENT
- Direct and indirect reports may include HSE coordinators, HSE supervisors, HSE managers, communications specialists, business system analysts, instructional designers, workplace health managers (CAD), Workers Compensation Managers (US).
- Directs the resources and activities of the department to support the HSE programs in the company. This includes providing mentoring, coaching, career management and performance management responsibilities, performance-potential rating recommendations, and influencing salary and bonus reviews for direct reports.
