We manage the care and operation of more than 2,000 buildings and structures, industrial parks, water utilities and millions of square feet of government leased or owned space. We also manage Crown land purchases and disposals and the Province’s inventory of furniture and equipment.About Our OpportunityThe Building Infrastructure Division is currently looking for a Director of Building Infrastructure Design and Construction position to support key government priorities. This position reports to the Executive Director, Building Infrastructure Design and Construction.This position is accountable for leading the provision of strategic resources, as well as the professional and technical expertise required for the planning, design, engineering and management required for the delivery of provincially funded building infrastructure projects.Primary AccountabilitiesThe Director of Building Infrastructure Design and Construction is primarily responsible for establishing and implementing a number of key government initiatives, including building design standards; process documents for procurement of design and construction services; lien legislation; substantibility requirements; apprenticeship; and building accessibility.The Director must be highly motivated and results oriented. Responsibilities include ensuring a range of projects are managed concurrently to established standards, timelines and budgets; maintaining current knowledge with respect to industry standards, as well as emerging technologies to facilitate delivery of buildings that are cost effective, healthy, safe and efficient to operate over their life cycle; leading a diverse, multi-disciplinary team of architectural and engineering professionals.Furthermore, the Director is responsible for developing and fostering strong working relationships with key stakeholders in other government organizations, health authorities, centers for education , crown corporations, as well as professional and industry associations, while supporting operational requirements and program objectives, with a long-term vision for project success. The Director communicates regularly with industry organizations, as well as individual contractors and consultants, with respect to building design, construction and procurement related matters. As a member of the department’s senior management team, the Director is responsible for contributing to government objectives, and liaising with other senior government representatives and elected officials.Qualifications and ExperienceThe successful candidate must be a professional engineer or architect and must be registered or eligible for registration with the Association of Professional Engineers Nova Scotia (APENS) or the Nova Scotia Association of Architects.A minimum of 10 years of experience overseeing multi-disciplinary project delivery teams in the design and construction of complex infrastructure project and several years of progressive experience, at a management level, assigning and directing the work of staff, including architects and engineers, in the delivery of building projects is required.Experience with the development and implementation of procurement document templates for design and construction of building projects is also required, along with experience managing a capital program of multiple projects being delivered concurrently.Demonstrated success leading strategic initiatives in the public sector, and experience working effectively in a large, diverse, public sector organization, managing multiple stakeholder interests, priorities and business requirements is a definite asset.LEED Accreditation and a Masters Certificate in Project Management are also considered assets.The Government of Nova Scotia has adopted the LEADS Leadership Framework.
