This will include working closely with the General Manager at the ACC to develop and implement, including determining budgetary requirements for all infrastructure activities at the ACC and within the FIR.Position provides for construction project implementation of allocated construction projects for the FIR and oversees the Facilities maintenance programs to ensure corporate/departmental compliance for all Facilities related requirements.Job DescriptionWhat NAV CANADA offers you:

Language Requirements: Bilingual (English and French), in accordance with Civil Aviation Regulations and or Official Languages requirements in order to either provide services to clients, the Public and or, to supervise and provide services to employees in the official language of their choice.In this role you will:
- Manage the project management functions for the FIR including initiate, plan, schedule, execute, monitor, control and close out for a portfolio of projects that support the implementation of the FIR’s Capital Plan.
- Deliver safe and efficient Facilities Maintenance services to ensure Quality, Safety and Environmental compliance requirements are met in accordance with all codes and regulations applicable to Construction and Facilities management.
- Develop and coordinate Construction and Facility plans for the FIR with stakeholders, consultants, and contractors to ensure building occupants, critical Operations and Electronic Systems are not adversely effected (including, but not limited to, CNS/ATM/EPD, Operations, Quality and Safety, Security, RES, Technical Operations, Site Managers, Airport Authorities, Municipal/Territorial/Provincial/Federal Authorities);
- Accountable to maintain financial performance (CAPEX and OPEX) by determining financial requirements for the FIR’s Infrastructure and administering their portion of the budget.
- Ensure that projects are delivered within the scope of the approved budget, schedule, and deliverables and by completing all financial system reporting requirements (Plan updates, PO receipts, forecasts, variances, open purchase orders and hold back reviews, etc.).
- Commits corporate funds through the authority to negotiate, conclude and manage professional resources contracts.
- Manages direct reports by providing leadership and direction to ensure the work unit’s business goals and objectives, priorities, financial and resource plans are delivered in alignment with corporate priorities.
Scope & Impact:
- This position contributes to NAV CANADA’s mission to provide cost-effective air traffic services. By properly implementing planned infrastructure maintenance and improvements, this position ensures that the services provided to NAV CANADA customers are maintained and improved in a cost-efficient manner.
- Position is focal point to implement the FIR’s capital construction projects which are very complex and of significant dollar value and can range from simple improvements ($100K) to major projects (
$15M), as well as the development and implementation of the company’s Facilities program with a typical financial portfolio of $3-7M annually. * Responsible for maintaining often tight, interdependent design, construction, and maintenance schedules. Slippage can adversely affect ongoing ANS Operations, Engineering electronics installations, resource scheduling commitments, contractor and consultant costs, and commissioning of critical Air Navigation Systems.
- Continual cost control pressure to contain the risks of ‘over-spending’ from loosely defined deliverables, poorly prepared budget estimates, inflated primary stakeholder demands, consultant over-design, inadequate specifications, schedule slippage, unforeseen conditions, construction contractor claims for extras, unbudgeted project ‘add-ons,’ etc. Failure can result in significant budget over-runs, exceeding spending authorities, reflecting poorly on the department, Finance and/or Senior Corporate management.
- This position has a significant impact on the Company as errors can result in an unsafe work environment or code compliance violations thus exposing the Company and its Board of Directors to potential liability.
What you bring:
- Strong knowledge of architectural and engineering (civil, structural, electrical, mechanical) technologies for building design, construction, and maintenance.
- Strong knowledge of NAV CANADA’s Operational and Technical requirements as they relate to the design, construction, and maintenance of ANS facilities, related systems, and plant.
- A good knowledge of company programming, budgeting, and organizational relationships.
- A thorough understanding of building code requirements.
- Knowledge of contract management methods.
- Knowledge of project management principles, techniques, practices, and theories to perform project planning, analysis, and reporting.
- Strong knowledge applicable codes and regulations as it relates to facility maintenance and operation.
- 5+ years’ experience in Project Management, Facilities Management and/or of the Construction and Property Management industry.
- Degree or Certification from a recognized Technical Institute, Community College or University in Facility, Property or Project management.
- Certified in a related trade would be an asset.

- Must be able to maintain awareness of Facilities management issues to identify process improvements for more effective program reporting.
Working Conditions:
- This position is based at the Montreal ACC and is classified as an onsite position. This position is not eligible for a flexible work arrangement.
- Position includes supervision and guidance of multi-disciplined project/maintenance teams, comprised of not only consultants and contractors, but also a cross-section of NAV CANADA Operations and Technical Management. Multiple priorities, time constraints, resource constraints, and complex technical challenges are a reality of the position. Managing these variables places a great deal of continued pressure on the Manager’s interpersonal communication, planning and delegation skills, knowledge, and abilities.
- While most of the work in the position takes place mat the ACC during normal working hours, the position does involve limited travel and the requirement to occasionally work evenings and weekends to respond to emergency and urgent issues.
- Effective communications to senior management, peers and subordinates is a daily requirement of the position. Considerable pressures from senior management to deliver project coordination on time, within budget, and to meet departmental objectives can entail occasional periods of high stress.
- Must balance time and effort among several concurrent demands in the most efficient and effective manner.
