Job description: Duties and Responsibilities:
- Support the HSSEQ Director in developing, implementing, and maintaining CTSM’s Safety Management Plan, Security Management Plan, Emergency Response Plan, and associated procedures and tools in CTSM’s HSSEQ Management System.
- Promote and enforce safe working practices, ensuring compliance with Occupational Health and Safety legislation and obligations.
- Maintain health and safety risk registers and assess the adequacy of mitigation measures.
- Lead investigations into internal safety incidents and security incidents, recommending corrective actions.
- Participate in joint safety and security investigations with the Operator (TTC) along the Eglinton Crosstown Light Rail Transit (ECLRT) System.
- Develop and deliver training materials to enhance health and safety awareness across the Project team.
- Ensure CTSM employees and subcontractors comply with health and safety requirements through documentation review, field inspections, and audits.
- Plan and organize internal emergency response drills, and support drills led by the Operator.
- Collaborate with the Human Resources Manager to facilitate WSIB claims and implement Accommodation, Fit for Duty, Workplace Violence, and Harassment Programs.
- Lead the preparation of the monthly Safety and Security Performance Report.
- Participate in internal and external meetings, including those with the Client and Operator.
- Coordinate and lead the annual audit of the Safety Management Plan and Security Management Plan.
- Coach and mentor personnel and safety committee members in safety leadership, incident investigation, workplace inspections, work planning, and safety briefings.
- Perform other duties as required.
Skills, Knowledge and Experience:
- Bachelor’s Degree or Certificate in Health and Safety or related science/engineering. CRSP, CHSC, or CSP designation considered an asset.
- 5 to 10 years of practical health and safety experience, preferably in transit or infrastructure.
- Good working knowledge of the Occupational Health and Safety Act, Workplace Safety and Insurance Act, and relevant legislation.
- Comprehensive understanding of accident prevention fundamentals and safety management principles.
- Strong judgment, organizational, analytical, and problem-solving skills with exceptional attention to detail.
- Strong organizational and planning skills with the ability to delegate or escalate to management when necessary.
- Computer literate with proficiency in Microsoft Office applications.
- Valid non-probationary Ontario Class “G” driver’s license required for daily duties.
Consequences of Error:
- Improper direction in monitoring and enforcing health and safety initiatives could lead to significant injury, fines, or delays in schedules for CTSM, its employees, and customers.
Physical Demands/Working Conditions:
- Considerable time spent in an office environment with travel to various work sites.
- Exposure to inclement weather and hazards along the ECLRT alignment, including track level and construction hazards.
- Physical activities include frequent walking, standing, climbing, working in tunnels, small or elevated spaces, and lifting.
- Position may require on-call availability during evenings and/or weekends.
Reporting Relationships (Direct/Indirect):
- Reports directly to the HSSEQ Director.
Supervisory Responsibility:
- This position has no direct reports.
