Job description: Reporting to the Director, Data and Reporting, the full-time, contract (12 months) Manager, Data Operations for the 9-8-8 crisis service is accountable for the development and optimization of data and analytics infrastructure to support the critical needs of the national 988 suicide prevention hotline. This role is pivotal in ensuring that data-driven insights are harnessed to improve the service’s effectiveness, accessibility, and reach, ultimately saving lives.In this capacity, the Manager, Data and Analytics leads a dedicated team of data engineers, analysts, and visualization experts in designing, developing, and implementing robust data pipelines, advanced analytics, and visualization systems. The role also encompasses the integration of machine learning operations and data governance processes to enhance decision-making and operational efficiency.Key Accountabilities:Leads Data and Analytics Operations:
- Provide strategic direction for the design, enhancement, and deployment of data and analytics infrastructure specific to the 988 crisis service.
- Develop and implement scalable and secure data architectures, ensuring alignment with state-of-the-art design principles and compliance with privacy regulations.
- Establish and maintain data quality control and governance standards to ensure data is accurate, accessible, and reliable.
- Oversee the design, development, and optimization of ETL processes, data transformation workflows, and advanced analytics models.
- Ensure the seamless integration of new data sources and maintain the integrity and security of data assets across platforms.
- Coordinate upgrades and system improvements, particularly in response to evolving crisis service needs and external data source changes.
- Develop and maintain a Machine Learning Operations infrastructure to support predictive analytics and real-time decision support for crisis intervention.
- Ensures that all project stakeholders are provided with data in a timely way, as per deadlines, including but not limited to the funder, provinces/territories, and 9-8-8 network partners, and that this data continues to be enhanced based on needs.
Leads Data and Analytics Team:
- Lead a team of data engineers, data scientists, and visualization experts in the maintenance and enhancement of data models, data flows, and reporting systems.
- Support the design, development, and implementation of technical solutions, including infrastructure configuration, database design, and data visualization.
- Drive the development of interactive dashboards and reporting environments that provide actionable insights to stakeholders, including crisis counselors, operational managers, and policy makers.
- Mentor, coach, and develop team members, fostering a collaborative and high-performance work environment aligned with the values of the 988 service and CAMH.
Managerial Responsibilities:
- Manage the performance of team members, including recruitment, mentoring, performance evaluations, and professional development.
- Lead team planning, development, implementation, and evaluation activities, ensuring alignment with the strategic goals of the 988 crisis service.
- Promote a healthy and inclusive workplace that embraces diversity, encourages teamwork, and complies with all applicable regulatory requirements.
- Ensure effective collaboration with clinical teams, external partners, and other stakeholders to continuously improve the quality and impact of the 988 service.
- Bachelor’s degree in Data Science, Computer Science, or a related field; equivalent experience will also be considered.
- 5+ years of experience with data analytics, data warehousing, and/or data engineering, including experience leading technical teams in the development and implementation of data solutions.
- Demonstrated experience with the development of data models, ETL processes, OLAP, and data visualization tools.
- Strong understanding of machine learning operations and integration of AI-driven solutions within data systems.
- Experience with crisis intervention services, healthcare, or mental health services is highly desirable.
- Proficiency in SQL, Python, R, or other relevant programming languages; experience with Microsoft Office Suite, including advanced Excel and data visualization tools such as Power BI.
- Excellent communication and interpersonal skills, with the ability to translate complex technical concepts into actionable insights for non-technical stakeholders.
- Strong organizational and project management skills, with a proven ability to manage multiple priorities in a fast-paced environment.
- Experience in big data analytics, data governance, and privacy compliance.
- Bilingualism (French/English) and/or proficiency in a second language would be an asset.
