This position is responsible for providing leadership and management to the planning and delivery of integrated and comprehensive budgeting services for Strathcona County. This position leads the development and manages the approval of multi-year operating and capital budgets for the County, including fees, rates and charges bylaws, which includes oversight of the County’s offsite levy and capital accounting program, as well as the financial reserve and grant management process program.The position provides financial planning leadership throughout the organization, develops recommendations to improve business processes, financial systems and the management of information to enhance customer service. Integral to the role is leading the development, implementation and maintenance of financial and budgetary policies, providing advice to senior representatives and Council within the context of the County’s Strategic Plan, and leadership for corporate long range financial planning. This role plays a key role in supporting the Director, Financial and Strategic Services and the Chief Financial officer to achieve Strathcona County’s financial mandate and goals.This role may be eligible to participate in our hybrid work program. The successful candidate will be required to reside within 2 hours of Sherwood Park, Alberta.Key ResponsibilitiesResponsibilities:
- Lead the preparation, monitoring, and analysis, and manage the approval of multi-year operating and capital budgets for Strathcona County
- Plan, manage, evaluate and continually enhance the County’s budgeting processes in accordance with applicable legislation, principles and policies that support the County’s budgeting philosophy and the Long-Term Financial Sustainability Framework
- Provide consultation and advice to senior representatives, including the Executive Team and Council, regarding budgeting and management within the context of the County’s Strategic Plan
- Plan and manage Financial Planning Branch operations to deliver effective and efficient outcomes
- Oversee Strathcona County’s financial reserve and grant management and processes
- Support the Director, Financial and Strategic Services and Chief Financial Officer in achieving Strathcona County’s financial mandate and goals, provide financial planning, budgeting and analysis advice to guide decision making and facilitate the delivery of programs and financial accountabilities
- Oversee Strathcona County’s offsite levy and capital accounting program
- Promote excellent customer service and provide advice, direction and assistance to departments, develop and recommend business process improvements, and manage the continual review and implementation of financial planning systems, tools and technologies

- Bachelor’s degree in commerce, business or a related field with a professional accounting designation (CPA) combined with 10 years of directly related and progressively responsible financial planning and budgeting experience, preferably in a public sector setting
- Extensive knowledge of accounting, financial planning, budgeting, forecasting, analysis and management theories, concepts, methodologies and techniques, including comprehensive knowledge of PSAB standards
- Knowledge of relevant municipal and provincial legislation, public sector practices and the ability to develop and implement policies
- Excellent strategic, critical thinking and analytical ability to analyze a variety of information, assess risk and resolve issues and an ability to provide strategic advice to senior representatives
- Ability to provide effective leadership to set priorities, provide supervision, and promote engagement
- Excellent collaboration and interpersonal skills with clients and others, signified by professionalism, integrity, respect for the opinions and views of others, tact, empathy, patience and courtesy
- Excellent interpersonal, communication, change management, and presentation skills
Expected salary: $120684.2 – 150859.8 per year
