Come lead our team of strong technical professionals!Service Alberta Red Tape Reduction (SARTR) is looking for a Manager of Financial Planning and Accommodations who is a strong fiscal planner and decision maker who enjoys consulting and collaborating with senior stakeholders. You will provide leadership and direction to a team of technical staff who coordinate and administer the budgets and forecasts. Work in our ministry includes managing the department’s budget, forecast and fiscal plan and oversight the Ministry’s accommodations and parking requirements.Reporting to the Director of Financial Planning, the Manager, is responsible but not limited to:

  • Financial planning activities for the Treasury Board Committee.
  • Strategically developing and monitoring the annual budget and forecast for the ministry.
  • Supporting issues identification and the development of innovative financial strategies.
  • Lead and coordinate the ministry consolidated fiscal plan, capital plan and quarterly fiscal update submissions to Treasury Board and Finance. This includes coordinating financial information from the Ministry’s reporting entities.
  • Prepare detailed and summary budget and other management documents, which are used by senior management as ongoing resources to support decision-making and financial control.
  • Managing and building a team of professionals to ensure all financial planning needs are met and exceeded.
  • Manages a process to identify the accommodation needs of the Department are addressed with consideration for Alberta Infrastructure’s standards and mandate.

.QualificationsQualificationsRequired:

  • A University graduation in a field related to the position assignment, supplemented by four (4) years related experience. Related experience or education may be considered as an equivalency on a one for one basis.
  • Including at least 1 years’ experience in a supervisory leadership role within a financial setting

Assets:

  • An Accounting designation (CPA/CA/CMA/CGA)
  • Experience in financial planning, preferably in a large public sector organization.
  • Extensive understanding and knowledge of: Financial Administration Act, Generally Accepted Accounting Principles (GAAP), Public Sector Accounting Standards (PSAB), GOA financial systems, directives, and policies.
  • Working knowledge of relevant cross-government legislation including Government Organization Act (Ministry mandate), Sustainable Fiscal Planning and Reporting Act (Ministry and GOA Business Plans, Annual Reports, etc.), Financial Administration Act (Accountabilities of individuals involved in government expenditures and financial reporting), Appropriation Acts (Provide authority for Ministry budgets)
  • Extensive knowledge of ERP System (1GX, FATS) in order to evaluate, review and monitor internal financial and performance measurement controls and systems and provide advice.
  • Advanced skills in Microsoft Office, including Word, Outlook, Excel and PowerPoint.
