Are you ready to lead a talented team in a complex, high-stakes environment, shaping the financial future of critical government ministries?In this pivotal role, reporting to the Director of Financial Planning & Budgets (FPB), you will lead the execution of the Ministry’s Financial Plan, including budgeting, forecasting, and reporting processes for the Government of Alberta (GoA). This role goes beyond numbers-it’s about making meaningful contributions to the GoA’s mission, navigating the financial complexities of multiple departments, and providing high-quality financial insights that shape key decisions across Treasury Board and Finance.The following are the responsibilities of the role:
- Financial Planning and Budgeting: Develop and execute the Ministry’s Financial Plan, including budget, estimates, and quarterly updates, ensuring alignment with Treasury Board Secretariat (TBS) guidelines.
- Client Management: Reconcile and communicate budget values to clients, assist with interpreting financial management reports, and provide tailored financial guidance to client departments.
- Team Leadership: Provide oversight and mentorship to a team of budget officers, ensuring accuracy, compliance, and the highest standards in all submissions.
- Forecasting and Risk Analysis: Consolidate and analyze financial data, identifying risks, variances, and mitigation strategies to support clients’ financial goals.
- Stakeholder Collaboration: Represent TBF on cross-government committees, advocate for best practices, and contribute to enhancing financial and budgetary processes.
- Documentation and Reporting: Prepare accurate and detailed submission documents for TBS, ensuring all ministry tools are updated to reflect current organizational structures.
- Ad-hoc Financial Support: Respond to Treasury Board Committee requests, support legislative committee briefings, and produce financial briefing materials using software tools like Word, InDesign, and SharePoint.
- Process Improvement: Identify and lead initiatives for technical solutions, process optimization, and efficiency enhancements to elevate TBF’s financial services.

building trust in relationships with stakeholdersQualificationsEducation/KnowledgeA university degree in Finance, Accounting, Economics, or a related field, with a minimum of five years of relevant experience-public sector experience is preferred.
A professional designation (CPA, CA, CMA, or CGA) would be an asset; candidates actively pursuing such a designation will be considered.The following are assets:
- Demonstrated experience with public sector budgeting policies and financial planning processes is a strong asset.
- Demonstrated budgeting, financial forecasting and administration and costing experience. Experience working with financial information systems, and various Microsoft Office Suite programs.
- Extensive knowledge of financial management including generally accepted accounting principles (GAAP).
- In depth knowledge of the Government of Alberta (GoA) legislated Acts and Regulations including the Financial Administration Act.
- An understanding of the GoA and Alberta Finance and Enterprise’s business planning, budgeting, and forecasting processes from both an operational and strategic perspective.
- Knowledge of public sector and political approval decision-making processes is required.
- Budget & Forecasting methodologies and tools.
- Strategic Planning and Enterprise Risk Management concepts and practices.
