This position is part of a shared service with the Ministry of Forestry and Parks.Reporting to the Director, Financial Reporting, the Managers of Financial Reporting each lead a team of professional financial/accounting staff responsible for strategic support and advice to the Ministry of Agriculture and Irrigation (AGI) and the Ministry of Forestry and Parks (FP) to ensure financial practices are consistent with the Financial Administration Act (FAA), the Government Accountability Act and government financial and accounting policies. The position supports ministry financial accountability, planning and management decision-making through effective coordination of quarterly and annual results reporting, as well as a broad range of strategic financial services. The incumbent is responsible for the preparation of the Department, and the Ministry financial statements, including consolidating Alberta Financial Services Corporation (AFSC) and for effective management and reporting of Department financial assets, including capital asset inventories and revenue.In addition, this position is responsible for maintaining accounting records and systems and providing financial information required under legislation or the Ministry’s senior management and the Ministry of Treasury Board and Finance. This position is also responsible for coordinating with the Office of the Auditor General during the annual audit.This position will be responsible for providing cover off for the other manager position in the shared service environment and acting as the Director, on an as needed basis. Strong organization and decision making skills are required.Responsibilities include:

  • Extensive coordination with Executive Directors, Expenditure Officers and Financial Administrators in the Department to ensure the appropriate and accurate preparation of financial statements.
  • Ensure the integrity of the general ledger is maintained by providing leadership and direction for the development of proper reconciliation and maintenance processes for all accounts in the general ledger. Monitor the trial balance on a regular basis to identify issues or anomalies on a timely basis.
  • Liaise with staff from the Office of the Auditor General (OAG) during annual audits, providing clarification and/or documentation to support Department, Alberta Financial Services Corporation (AFSC) and Ministry financial results and address concerns as necessary.
  • Provide leadership and direction for the maintenance of an accurate capital asset inventory to ensure appropriate insurance coverage is obtained and financial statement presentation is correct.
  • Provide leadership and mentorship to all branch staff and ensure consistent understanding of job functions and expectations.
  • Leading the financial reporting activities within the Department, as well as providing direction on the financial reporting requirements for the Ministry. Extensive knowledge, skill and recognized expertise are required.

  • Professional accounting designation (CPA) is required.
  • A University graduation in a field related to the position assignment, supplemented by seven (7) years related experience. Related experience or education may be considered as an equivalency on a one for one basis.
  • Supervisory experience with proven performance improvements in the team.

Assets:

  • Extensive understanding and knowledge of Generally Accepted Accounting Principles (GAAP) which is required for monitoring, recording, reporting and interpretation of financial information.
  • Experience with government legislation, policies and procedures (including the FAA, Public Sector Accounting Standards (PSAS) and the Manual of Financial Management) as well as department-specific financial and operational policies and procedures.
  • Extensive knowledge and understanding of government-wide financial reporting requirement.
  • Extensive and in-depth knowledge of government 1GX (ERP) accounting software as well as various software packages (Excel, Word, PowerPoint, Outlook, Adobe).
