Your Opportunity at SECURE:As our Manager, Measurement & Crude Oil Quality, reporting to the GM of Technical Services, you will ensure SECURE’s corporate practices for measurement and quality determination align with local and industry best practices. This role involves managing the operations field advisor team to implement and oversee all corporate Measurement Compliance Plan (MCP) and Quality Compliance Plan (QCP) initiatives within facility management. The position will also focus on building and maintaining strong relationships with internal and external customers, as well as regulatory bodies, regarding measurement and quality compliance. Specializing in safe, efficient infrastructure projects and managing well health, geology, and project execution, the team is committed to quality, sustainability, and operational excellence while fostering a culture of safety, knowledge sharing, and reliable results. Work Environment:This is a full-time, office-based position located in Calgary, AB, operating on a 5-day work week (40 hours). A Day in The Life:
- Corporate Compliance: Ensure adherence to SECURE’s Vision/Mission/Values and all HSE-related tasks, including Safe Work Permits, Hazard IDs, and safety meeting participation, with a minimum 75% attendance requirement.
- Measurement & Quality Programs: Develop, support, and mentor field advisors on the implementation, training, and auditing of the Measurement Compliance Plan (MCP) and Quality Compliance Plan (QCP), continuously evolving these programs to meet corporate needs.
- Vendor & Standards Management: Maintain vendor agreements, track performance, and define Measurement and Quality standards, including truck offloading, metering, quality sampling, and blending skids.
- Industry & Regulatory Engagement: Act as a Secure’s representative for industry initiatives (e.g., IMG, CCQTA) and ensure compliance with regulations such as AER-D17, SASK ECON D17, NDIC, and BCOCG requirements.
- EPAP Management: Oversee Alberta and Saskatchewan EPAP declarations, build annual corrective action lists, and manage records in SharePoint with input from field advisors.
- Technical Advisory: Act as a key stakeholder and advisor for MOC and BD work related to measurement and quality systems, ensuring technical accuracy and operational efficiency.
- Field Maintenance Team: Build and lead a team of Measurement Field Advisors to support MCP/QCP initiatives, manage vendor agreements, and oversee maintenance of devices like metering, truck offloading systems, and pipeline sampling systems.
- Audits & Facility Support: Facilitate audits (Producer/Customer/Regulatory), oversee measurement schematics, and ensure facility compliance with measurement directives.
- Data Integrity: Liaise with Operations Facility Admin and Production Accounting to maintain accurate balances and act as the accounting meter designation champion for capital installations.
- Travel & Field Work: Provide on-site support, monitor facility systems (e.g., PI Core), and travel as needed to support operational compliance and system maintenance. Skills, Experience & Qualifications:
- Education & Certification: Preferably an Instrumentation Technician or degree in engineering; certifications such as H2S Alive, First Aid, and a clean driver’s abstract are required (Fall Arrest and Confined Space are assets).
- Regulatory Knowledge: Proficient in measurement regulations, including Directive 17, Sask Econ 17, BCOCG, NDIC, and API 8.2 standards.
- Technical Expertise: Skilled in reading P&IDs, measurement schematics, water cut testing, and sampling systems, with the ability to audit and build reports based on findings.
- Independent & Organized: Demonstrated ability to manage multiple priorities independently with strong time management and organizational skills.
- Communication & Leadership: Strong verbal and written communication skills, customer service expertise, and proven leadership capabilities.
- Relationship Building: Ability to establish effective relationships with facility managers, regulators, vendors, and contractors.
- Technical Proficiency: Proficient in Microsoft Office (Excel, Word, Outlook, PowerPoint) and detail-oriented with good business sense.
