Position SummaryReporting to the Director, Procurement, the Manager, Procurement – Capital and Construction is responsible for overseeing the procurement processes related to the planning and acquisition of goods, services, and materials required for the full range of construction and capital projects. The role will be responsible for developing and implementing procurement strategies, for negotiating contracts, managing supplier relationships, and supporting the College to ensure timely delivery of materials and services within budget. The position is a member of the Procurement leadership team and contributes to the development and implementation of policies and procedures related to their portfolio.
Duties & ResponsibilitiesStrategic and Operational Planning1. Participates as a member of the Procurement leadership team. Contributes to the planning, development and implementation of the Procurement Services Strategic plan.2. Oversees and implements strategic and operational projects related to portfolio responsibilities including managing capital and construction procurement and collaborates with VCC departments ensuring timelines, budgets and deliverables are met along with strategic goals and objectives.Procurement Strategy Development3. Collaborates with stakeholders to strategize procurement plans for capital, building renewal and deferred maintenance projects. Conducts needs analyses and risk assessments using a procurement lens and develops specifications and requirements to be compliant with the procurement process. Participates in planning and development while maintaining confidentiality throughout the procurement process.Vendor Identification and Selection4. Collaborates with clients to identify, evaluate, and select vendors and subcontractors capable of delivering required goods and services, ensuring compliance with quality standards and project specifications.5. Communicates with vendors and subcontracts as appropriate throughout the vendor identification and selection process.Contract Negotiations6. Leads the development of contract tendering through RFx processes and documents (e.g. RFSQ, NRFP, ITQ, ITB, ITT).7. Manages all procurement related activities, including public posting, evaluation procedures, award processes and external debriefings.8. Leads contract negotiations, mediates concerns, identifies risks and consults with legal counsel, external and internal risk management teams.Supplier Relationship Management9. Cultivates and maintains strong relationships with suppliers, subcontractors, and vendors to ensure VCC’s reputation is upheld and well respected.10. Collaborates with vendors and VCC stakeholders to resolve any issues or disputes that may arise throughout the procurement process.Risk Assessment and Mitigation11. Identifies potential risks associated with procurement activities and develops robust mitigation strategies to minimize disruptions to project timelines and budgets.12. Ensures all procurement activities comply with legislation, trade treaties, polices, and procures and are aligned with best and fair business practices.Documentation and Reporting13. Manages and reviews process documents and templates in accordance with trade agreements and legislation.14. Collaborates with stakeholders and consultants to maintain template integrity, relevance and compliance.Continuous Improvement15. Stays current on industry best practices and supply chain risks to ensure the proper procurement strategies are utilized. Seeks opportunities for process optimization and efficiency improvements within the procurement function.Leadership and HR Management16. Responsible for the recruitment, promotion, evaluation training and development, and performance management of staff within the scope defined by College policy and Collective Agreements.17. In conjunction with the Director and Associate Director, establishes clear performance expectations for staff to ensure the realization of the strategic and operation objectives and ensures adherence to College policies and procedures.18. Contributes to effective employee and labour relations by administering the Collective Agreements, representing management in the grievance process and consulting with People Services Department regarding collective agreement interpretations.19. Acts as a back up for the Director or Associate Director in Procurement Services department.20. Participates in various committees, teams and working groups. Undertakes special projects and other initiatives as directed and performs other duties as required.
QualificationsEducation and Experience

  • Bachelor’s degree in Business Administration, Supply Chain Management, Engineering or related field from a recognized educational institution.
  • Certified Professional in Supply Management (CPSM) or Certified Chain Professional (CSCP) is desirable.
  • 5 (five) years proven experience in procurement, sourcing or supply change management with a focus on capital projects and construction.
  • Strong understanding of procurement best practices, contract negotiation techniques, and supply chain management principles.

Skills and Abilities

  • Excellent interpersonal skills and demonstrated ability to develop and foster relationships at all levels including the Executives, Deans and Budget Officers.
  • Excellent negotiation, communication and interpersonal skills with the ability to build and maintain effective relationships with internal and external stakeholders and suppliers.
  • Strong organizational, analytical and problem-solving skills, with the ability to assess risk and develop effective mitigation strategies.
  • Knowledge of relevant regulations and compliance standards governing procurement activities, such as ISO standards and industry specific regulations.
  • Ability to exercise strong judgement and operate with a high degree of confidentiality.
  • Proficient in procurement software and tools and Microsoft Office Suite (Excel, Word, PowerPoint).

Salary Range – Prorated based on FTE$92,139 – $122,852 – $135,137 annualized (Pay Grid 11). Normal starting salary placement is between $92,139 and $122,852.
