As an Operations Analyst, you will play a crucial role in supporting the City of Edmonton’s Infrastructure Maintenance section by providing efficient and effective financial, administrative, and technical operational services.The Operations Analyst will lead and implement complex planning initiatives, design and develop scalable solutions, and build flowcharts that document staffpower, equipment usage, and material requirements. In 2025, a main focus will be overseeing the development of a new resourcing tool focused on labour planning, continued oversight of SAP materials management for the section, and leading the second phase of a materials management process enhancement (QR Code project).What will you do?
- Resources include Labour, Equipment, Materials and Contracts. This role will be required to develop an intimate understanding of day to day field operations activities and how these resources are used and tracked
- In SAP Plant Maintenance complete labor, equipment and material analysis and SAP adjustments
- Lead and implement complex planning initiatives aimed at supporting Section, Branch, Department, and Corporate service delivery, system, and process modernizations and improvements
- Design and develop scalable solutions that can be applied within the operational settings of the section and branch
- Design, implement, and maintain complex and user-friendly resourcing tools that support various schedules, absences, and assignments. Tools must allow for forecasting, trend analysis, real time reallocation of resources (leveling and smoothing), and provide easy to interpret, live, visual representations of resource plans
- Analyze historical performance data for Infrastructure Maintenance programs to understand trends and needs
- Build flow charts that document manpower, equipment usage, and material requirements
- Ability to prepare and present technical briefs, and training; both virtually and in person
- Identify causation and solutions with field staff, supervisors and senior leadership
- Regularly audit material inventory in SAP against time card usage and on-hand inventory
- Execute labor and material reallocations and request Journal Voucher (JV) movements in collaboration with Finance, BI, and District Clerks as needed
- Develop standardized governance and management processes and procedures to effectively and efficiently maximize the planning cycle and associated activities
- Consult diverse stakeholder groups – Leadership, internal business areas (e.g. Program Managers, Field Supervisors, Engineering Technologists), external business partners (Fleet, SAP team, Legal, Procurement, Finance, HR, Branch and Department project teams) – to understand data governance, policy, process, data collection/availability, roles and responsibilities, requirements
- Establish and apply consistent methodology to regular auditing of the section equipment and labor pools, and initiate redistributions of expenses as required, in collaboration with Finance
Qualifications
- University degree in science, engineering, business administration, statistics, mathematics, commerce, or related discipline; equivalent education/training may be considered
- A minimum of four (4) years of directly related working experience
- Minimum 2 years of hands-on experience with SAP Plant Maintenance
Assets:
- Experience with accounting and finance, project management, data analysis, and reporting
Skills required for success:
- Strong knowledge of SAP Plant Maintenance
- Previous experience working with field operations
- High attention to detail
- Considerable skill in preparing or reviewing administrative and/or technical information and in making clear and concise recommendations (i.e. good translator of technical information)
- Ability to identify solutions, alternatives, and consequences
- Ability to synthesize large amounts of complex data to create resource planning tools, evaluate processes, and make recommendations to increase organizational efficiencies
- Strong data visualization skills
- Multitasking to manage multiple projects with competing timelines with varying degrees of complexity
- Experience working with diverse stakeholder groups
- Experience in developing and applying mathematical and statistical formulas
- Knowledge of industry best practice techniques in resource management
- Excellent communication and interpersonal skills
- Ability to work independently and as part of a team

- Valid Alberta Class 5 driver’s licence (or provincial equivalent). Obtaining and maintaining a City Driver’s permit is a requirement of this position
- Successful candidate will be required to travel to various site and office locations within the City of Edmonton. Successful candidate must arrange their own transportation, to be reimbursed in accordance with City of Edmonton policy. This may require business auto insurance
- The weekly hours of work for this position are currently under review and may change at a future time. Any changes will be made in accordance with the City of Edmonton/Civic Service Union 52 collective agreement and the incumbent will be notified in advance.
