Urban Planning and Economy is looking to grow our team with your specialized experience!This Project Engineer (EIT) position will function as part of the technical team that develops, maintains and implements advanced spatial economic, land use, and transportation forecasting models to support corporate wide growth, land use and transportation planning initiatives.With advanced knowledge in modeling techniques, statistical estimation and data science, the Project Engineer (EIT) is required to combine urban planning, transportation planning, and traffic engineering concepts for developing, operating, and maintaining large scale simulation models.The understanding of engineering principles and spatial nature of urban settings, proficiency in handling large scale travel behavior survey data, and ability to perform complex data analytics and statistical computations are critical success factors of this role. Under the guidance of an licensed professional engineer , this position will work with a multi-disciplinary team of engineers, urban and land use planners, GIS technicians, and technologists to develop an effective analytic platform to inform potential implications of a planning or strategic decision to a variety of stakeholders, leaders and the City Council.What will you do?Under the direct supervision of the Senior Transportation Engineer, you will:

  • Assist to develop, maintain, and execute decision support Models
  • Assist developing, implementing, maintaining and executing large scale land use and travel demand models
  • Incorporate engineering and urban planning principles and statistical estimation techniques into the modeling frameworks
  • Manage geo-database to process large scale input and output data
  • Provide assistance to maintain and track forecasting horizons scenarios and to increase operational efficiencies
  • Research industry practice on advanced land use and travel demand models and contribute to the advancement of modeling techniques and toolsets for improving model productivity

Respond to Analytics Service Inquiries

  • Configure the models according to the policy and scenario definition and execute model runs for assessment and evaluations
  • Analyze and evaluate alternative policies and strategies related to urban growth, road, transit, and travel demand management plans
  • Undertake predictive analytics for a broad variety of strategic planning projects and initiatives related to growth management, long term multimodal transportation planning, transit strategy, and Smart Transportation Plan
  • Analyze the effects of regulatory measures and assess the policy implications on land use and transportation systems
  • Provide background technical analysis to licensed professional engineers to prepare technical memos, reports for clients and stakeholders
  • Undertake technical analysis related to carbon accounting and GHG estimation

Communications and Engagement

  • Provide assistance in preparing infographics based on modeling outputs and results to communicate the story to the management
  • Assist in developing interactive visual tools and dashboards through strategic use of technology to communicate modeling results
  • Collaborate with teams, groups and subject matter experts from both the inside and the outside of the Unit to increase knowledge and understand business needs
  • Prepare technical reports for signing engineer’s review
  • Participate in the technical and non technical discussions to better enable the deliverables
  • Present the results and visualizations to both technical and non technical audiences
  • Perform other duties as assigned

Qualifications

  • Completion of a Bachelor’s Degree or higher in Engineering with focus on Transportation Engineering, Transportation Planning, or Urban Planning and Design
  • Post Graduation in Transportation Engineering or Urban Planning or in a related discipline is an asset
  • Must be registered as an Engineer in Training (EIT) with APEGA (in good standing) and working towards a Professional Engineer (P.Eng) designation Applicants in a different Canadian jurisdiction eligible for Inter-Provincial Mobility (IPMA)) with APEGA may be considered. Registration with APEGA must be obtained prior to commencement of employment
  • Understanding and adherence to all APEGA regulations and standards

Skills required for success

  • Knowledge of discrete choice modeling and spatial economic and travel behavior modeling
  • Ability to undertake data mining, exploratory data analytics and carry out multinomial logit model estimations using large scale survey data
  • Good understanding and ability to apply engineering principles under supervision, related to land use and transportation planning, urban goods movements, urban planning, transit planning, traffic operations, and transportation design
  • Background in statistical concepts, statistical estimation, exploratory data analysis, and data visualization
  • Proficiency in Python, Java, Java scripts or similar languages, R, SQL, and/or other scripting tools and database environment
  • Familiar with open source libraries, packages and hosting repositories such as GitHub
  • Familiarity with one or more of the travel demand modeling packages such as EMME, VISUM, TransCAD, CUBE
  • Experience or the ability to assist with the development and explanation of transportation and land use models within a regional transportation and land use planning context
  • Excellent verbal and written communication skills
  • Highly developed analytical skills and effective time management skills

  • This position ​may be eligible for a hybrid work arrangement ​with ​the flexibility to work from both home and the worksite as per the Letter of Understanding between the City of Edmonton and Civic Service Union 52. ​
