As a member of this collaborative team, you can expect a safe, diverse and inclusive environment, and on-going learning and career development opportunities.Reporting to the Business Development or Proposal Manager, Specialist leads the proposal management process (Requests for Proposals, Requests for Information, etc.) with high quality, customer-focused content. Working within Graham’s Services Division, the successful candidate plans, conducts, and coordinates a range of proposal management activities and acts as the main point of contact to internal stakeholders to assist in the preparation of proposal response materialsThe Proposal Specialist also contributes to the development of team plans and discussions and demonstrates a strong understanding of Graham’s business objectives.Essential Functions
- Implement the proposal process as defined in the GMS and ensure all prepared proposal and qualification submissions are high quality, compliant with solicitation requirements, and communicate Graham’s capabilities and value of service.
- Analyze solicitation documents to identify deliverables, establish and update a compliance matrix, create a detailed proposal schedule with milestones, and ensure timely completion of tasks while communicating responsibilities to the team.
- Organize and lead internal proposal meetings, communicating responsibilities, proposal schedule and milestones, win strategies and themes, key messages and differentiators
- Develop compelling and compliant responses to proposal questions and requirements
- Collaborate with internal stakeholders to ensure accurate and value-added responses
- Craft solutions that are thorough, practical, and consistent with proposal and business objectives.
- Check and edit narratives for understanding, grammar, and readability as one voice, ensuring consistency on use of format and terms.
- Proactively maintain proposal content library including project information and resumes
- Support Business Development Team with industry research, competitive analysis and overall pipeline management
- Support Business Development Team in the development of external collateral, including coordination with the Communications Team
- Client Communications: regularly download and distribute client RFP documents/communications; attend client meetings as required for the proposal process; submit pre-bid clarification questions, manage post-bid clarification process with an understanding of the technical and commercial requests and responses

Education, Experience and Knowledge
- Completion of a diploma or university bachelor program.
- Completion of or working towards Association of Proposal Management Professionals (APMP) Certification (3 levels) considered an asset
- 5-7 years of proposal management experience
- Comprehensive knowledge of larger or complex proposal submissions is an asset.
- Experience with narrative development, proofreading, editing, and formatting.
- Experience in a deadline-driven work environment leading to prioritizing work.
- Proficiency with Adobe Suite, MS Office Suite, SharePoint, and Proposal Automation Software
- Strong communication and advanced writing skills with the ability to understand technical construction language.
Working Conditions
- This role is primarily office-based, though some travel may be required.
