Job description: We are excited to share that we have a new opportunity to join our growing Election’s team!The Edmonton Election is a large-scale, complex, highly legislated civic project that is held every four years, featuring tight timelines and a broad range of stakeholders. It is a project that requires agility, precision, and dedication, offering a unique opportunity to contribute to a process that enables Edmontonians to vote for Mayor, Council, and Edmonton Public or Edmonton Catholic school board trustees.Reporting to the Project Lead of Third Party Advertisers (TPAs), Political Parties, Slates & Ballot Account, you will be responsible for preparing for and implementing Returning Officer and/or judicial recount procedures to ensure a thorough recount process that upholds the credibility of the electoral process and election results. You will train recount staff, secure all necessary resources for effective operations, and oversee the conduct of recounts. You will also directly supervise a team of approximately 40 staff and ensure all recounts are completed within allotted timeframes, provide guidance on complex issues, and escalate matters to the Project Lead as required.What will you do?

• Draft comprehensive project documents, including procedures, checklists, and tracking tools, for both Returning Officer and judicial recounts
• Conduct and assist with stress-testing, simulations, and feedback gathering to identify and implement improvements to recount procedures, tools, and systems
• Help develop and review training materials, then support the training of recount staff, ensuring they understand procedures, roles, and tools through clear communication and practical exercises
• Assist in procuring and coordinating all necessary resources for recounts with logistics and voting technology teams, ensuring timely availability and operational readiness
• Supervise the accurate and timely execution of all Returning Officer and/or judicial recounts according to approved procedures
• Monitor recounts, provide ongoing guidance and support to staff, promptly resolve discrepancies, and manage standby staff communication
• Supervise, assign work, and provide coaching, feedback, and support to direct reports, ensuring staff are empowered and well-equipped to perform their roles
• Communicate regularly with the Project Lead and Manager, reporting progress, escalating issues, and confirming recount completion

Qualifications

• University degree in Accounting, Finance, Public Administration, Political Science, Business Administration, Management, Information technology or a related field
• A minimum of 2+ years of progressively responsible experience in a complex and highly legislated environment, contributing strategically to operational success through policy, research, analysis, and project implementation
• Background in accounting, financial operations, or other quantitative disciplines is required
• Experience in understanding and applying federal, provincial, and municipal legislation and regulations (e.g., MGA, LAEA, and FOIP Act)

Assets:

• Project management designation
• Experience in human resource or volunteer management
• Experience specifically with conducting elections
• Experience leading and supervising a team

Skills required for success:

• Knowledge of research methodology, including design and implementation, data collection, and trend and results analysis and presentation
• Knowledge of local government processes
• Excellent written and verbal communication skills, with a proven ability to develop well-structured strategic documents
• Superior customer service skills and experience working with a diverse range of people in a helpful and positive manner
• Proven ability to learn and adapt quickly in diverse areas such as policy and legislative analysis, business process development, and project management
• Able to lead teams effectively, maintain alignment with strict statutory deadlines, and perform under pressure and in a sometimes stressful environment
• Strong record-keeping skills and attention to detail
• Demonstrated issues management and conflict resolution skills
• Ability to have difficult conversations with others in a respectful manner
• Ability to handle high volumes of work, short timelines and changing priorities efficiently (strong time management skills)
• Experience using Google Workspace (Calendar, Docs, Sheets, Mail, Chat, Meet, etc)
• Ability to maintain confidentiality and discretion when handling sensitive information
