Job description: Our client, a leading player in construction and road surfacing solutions, is currently looking for a Regional Construction Manager for their growing operations in the BC Area. This position will be based in Fort St John, B.C.Reporting to the General Manager – Construction, the Regional Construction Manager is responsible for developing and executing business strategies and plans related to construction and asphalt manufacturing activities in their region.Leading their regional teams, the Regional Construction Managers will apply leadership and managerial skills to direct and maximize profitability and optimize organizational resources.Based in their local region, the Regional Construction Manager provides leadership and direction for regional construction and asphalt production businesses, generating an annual revenue of approximately $20 million. This includes private, subdivisional, municipal, and provincial highway projects.Responsibilities:
- Business Development: Lead and be accountable for developing & sustaining construction and asphalt business in the regions and be responsible for overall activity & business results.
- Vision and Strategy: Develop medium-term vision, business plans & strategies aligned with the long-term vision of the Construction activity, and company business objectives.
- P&L Ownership: Lead & be accountable for construction and asphalt manufacturing business activities within the region with keen focus on the top and bottom line and be responsible for overall activity & company business results.
- Leadership: Build and develop high performing regional teams, collaborating closely with other regions and activity teams to achieve business objectives.
- Risk Management: Identify and mitigate potential risks in the regional construction and asphalt manufacturing business. This includes health & safety, financial, contractual, technical, operational, quality, environmental, and regulatory risks.
- Operational Management: Build efficient & profitable regional operations while reducing costs and wastage.
- Stakeholder Management: Manage relationships with key stakeholders including clients, communities, regulators, & the organization
Key Business Responsibilities: Health, Safety & Environment
- Accountable for leading indicator safety metrics and overall regional safety performance.
- Implement the HSE Program, support the goals and objectives of the program, and ensure the HSE Program requirements are met in regions.
- Provide guidance, direction, and management control for accomplishing HSE goals and objectives in the region.
- Ensure a safe work environment by holding all project team members accountable to health, safety, and environment policies.
- Consult with the General Manager, Regional Safety Supervisor (and OHS Coordinator where employed), and HSE Manager to determine desired HSE outcomes and the means to attain these outcomes for regions.
- Support and work with the Regional Safety Supervisor and/or OHS Coordinator in administering the HSE Program for the Area/Region and provide regular feedback for any required changes to these efforts.
Business Development & Stakeholder Management
- Assess market trends, identify growth opportunities, and recommend project directions aligned with business and activity goals.
- Develop and maintain relationships with customers, clients, and stakeholders.
- Engage with key clients to understand their needs and translate them into actionable plans.
- Utilize client relationships to advance company business agenda.
- Support other business activities by referring leads and business opportunities to relevant stakeholders.
- Act as liaison between the regional construction team and internal stakeholders (Top Management, other activity teams)
Operations Management
- Accountable for operational reporting metrics and assisting in implementing best-in-class operational processes, tools, and technology to maximize the construction and asphalt manufacturing performance.
- Manage & allocate resources (labour, materials, and equipment) to support project delivery on schedule & within budget while considering overall success of the company.
- Manage the procurement of construction materials and equipment so ensure smooth project operations
- Accountable for all asphalt plant operations, including optimization, maintenance, production planning, and quality assurance within the region.
- Resolve production issues related to quality, logistics, equipment, staffing etc. promptly and efficiently.
Financial & Risk Management
- Responsible for ensuring regional construction activity profitability and accountable for overall company & activity business results.
- Responsible for identifying areas and opportunities for business growth and improvement.
- Identify, evaluate, and mitigate risks to minimize adverse impacts on the business.
- Develop annual regional business plans and budgets aligned with construction activity & company overall plan.
- Review and approve regular performance status reports on costs, forecasts, revenue, and margins to identify issues and opportunities for cost minimization.
- Ensure accountability for account receivables, account payables & inventories for the construction business in accordance with company guidelines.
Project Portfolio Management
- Responsible for preparation and execution of bid development & tender opportunities within the region
- Ensure teams maintain quality, adhere to schedules, and utilize resources effectively to meet company objectives.
- Accountable for developing, implementing best practices for estimating and project management within the region
- Evaluate potential major project pursuits based on factors such as feasibility, profitability, risk, and construction capacity.
- Ensure alignment of construction projects with the overall business strategy.
- Lead and oversee all projects so they are delivered on budget and schedule.

The Regional Construction Manager will be responsible in leading specific initiatives:
- Short & Medium-term talent management: Identify needs and establish initiatives to engage, retain and attract high-performing employees.
- Succession planning: Identify successors for key roles and create a defined pipeline to fill gaps based on organizational needs.
- Communicate goals, objectives, and corrective actions.
- Provide training and support to help team members grow.
- Regularly assess and address skill gaps to enhance overall team capabilities.
Qualifications:
- Completion of a degree or diploma in Civil Engineering, Contract/Construction Law, or any related discipline or a combination of equivalent education, training and experience.
- Minimum 5 years of experience managing construction projects and muti-disciplinary teams with P&L responsibilities.
- Significant experience with civil and/or road construction.
- A strong work ethic and team focused approach which is “hands on”.
- Advanced communication skills (oral, written, and technical).
- Computer proficiency – Microsoft Office- Work, Excel, PowerPoint, Outlook.
- PMP Certification an asset.
- Ability to travel up to 30% of the time.
- Valid License and clean drivers abstract.
