The Ministry of Mental Health and Addiction is looking for a Senior Budget Analyst to join their team!Reporting to the Manager, Financial Planning, the Senior Budget Officer is the lead for Ministry internal forecasting process, including providing the necessary support to divisions for all financial matters related to budget and forecast. The incumbent monitors revenue and expenditures, prepares briefing materials and provides financial planning consultative services to program areas in support of Ministry decision making.Responsibilities include but are not limited to:

  • Advise and consult services in the preparation of the program areas’ detailed budget allocations, forecast and cash flow reporting.
  • Reviews submissions for completeness and reasonableness as well, investigate discrepancies based on guidelines communicated annually to program areas.
  • Provide advice and guidance to senior and executive managers to support decisions related to financial and budget matters.
  • Performs ad-hoc and time sensitive analysis requested by the Minister, Deputy Minister and senior management requiring knowledge of the Ministry programs and creative and complex analytical skills.
  • Reviews financial requirements in the Ministry, performs fit-gap analysis, identifies and recommends potential approaches, methodologies, and technologies that provide enhanced financial planning solutions.
  • Manages system and business requirements to ensure system functionalities aligned with business needs.
  • Serves as resource Financial Services Branch in areas of business intelligence, fiscal plan development, forecasting and financial analysis.
  • Provide support/cover off for external Treasury Board submissions.

Set goals within the context of long-term outcomes and broad perspectives.This link will assist you with understanding competencies: .QualificationsFour-year university degree in a related field such as Business, Finance, Accounting, Commerce or Management plus four years related experience.Equivalency: An equivalent combination of education and experience which includes as a minimum, completion of a recognized applied accounting degree or diploma program.Required:

  • Knowledge of financial administration, monitoring, forecasting, costing and budgeting concepts.
  • Experience in preparing and overseeing complex budget and forecast submissions within a large organization.
  • Experience preparing briefing materials that translate financial data into meaningful information for decision makers.
  • Advanced skills in Microsoft Office, including Word, Outlook, Excel and PowerPoint
  • Experience working with relevant financial information systems, reporting tools, and software (e.g., Excel, Power BI, Enterprise Resource Planning (ERP) / System Analysis Program (SAP) and ability to manipulate data sets.
  • Experience in data management software or language (Business Intelligence Tools, SQL, VBA, Python, Tableau, Power BI)

Assets:

  • Canadian professional accounting designation (CPA or legacy designation) or equivalent.
  • Experience working in financial planning area within public sector (Federal, Provincial, Municipal) in the last five years
  • Knowledge of government financial legislations, regulations and policies.
  • Experience using Fiscal Amounts Tracking Sheet (FATS) and 1GX
