Metrolinx is an agency of the Government of Ontario.At Metrolinx, equity, diversity and inclusion are essential to living our values of serving with passion, thinking forward and playing as a team.Our Safety, GO Expansion Office is looking for a Senior Manager of Construction Health and Safety to lead, provides oversight, and offer technical expertise in construction health, hygiene, and safety in the development of large construction safety management plans.Reporting to the Director of Safety, you will oversee the entire project life cycle and guide project teams in identifying and mitigating safety risks. Acting as a liaison between the Director of Safety and the Manager of Construction Safety, will be involved in strategic planning and daily operations as well as develop relationships with stakeholders and ensure compliance with safety regulations. Using your extensive knowledge of safety practices, you will develop and implement construction safety standards aligned with regulatory requirements and best practices.What will I be doing?
- Acts as a technical lead and subject matter expert in the review of reports on technical contractor safety performance in compliance with construction safety standards, legislation, rules and regulations affecting operations and best practices
- Through expert knowledge and deep experience, lead and enable the implementation of international best practices, standards and methodologies in construction health and safety.
- Support the broader industry in the monitoring of industry wide construction health and safety risk, ensuring all forms of health and safety information are gathered, analyzed and acted upon, and that parties inside Metrolinx and beyond are aware of the contributors to risk and implement strategies to address and mitigate these risks.
- Provide technical expertise to the Director, Safety and mainly, but not exclusively, to the construction team in the safe delivery of construction through the company’s health and safety strategy.
- Under the Direction of the Director, Safety leads the development, establishment and maintenance of sound construction safety management plans for Metrolinx, applicable to a wide variety of procurement models, which will foster and enable the advancement of a positive safety culture and performance.
- In collaboration with Director, Safety, lead the development and implementation of construction safety leadership and culture transformation program, providing safety leadership for all project and program and directing the behavioral changes required by the Vice President, Safety and wider business.
- Working with Manager, Construction Health and Safety, responsible for providing leadership, and direction in the development, writing and implementation of new construction standards and existing company construction safety standards to support project teams working within the construction division.
- Provide technical training and to the Construction Safety Team on how to implement and manage construction safety standards.
- Ensure Metrolinx safety policies and procedures are incorporated into project agreements.
- Be a safety ambassador of the company both internally and externally.
What Skills and Qualifications Do I Need?
- Completion of a degree in Communications, English, Writing, Engineering, Finance, Safety, Occupational Health & Safety, Engineering, or a related discipline – or a combination of education, training, and experience deemed equivalent.
- Demonstrated progressive experience in construction safety standards, regulations and/or operations standards, ideally with exposure to the railway and construction sector. Five years’ experience in a management position.
- One or more of the following designations: Certified Canadian Registered Safety Professional (CRSP), Certified Fire Protection Specialist, Certified Industrial Hygienist, Construction Health and Safety Technician, Professional Engineer, Project Management Institute, Certified Safety Professional (CSP) designation is an asset.
- Must have or be able to obtain qualifications in Canadian Rail Operating Rules (CROR)
- A valid Ontario Class “G” driver’s license, to be maintained in good standing, is required
- Highly developed analytical, problem solving and organizational skills to manage multiple challenges in a diversified business/matrix model environment.
- Relationship management, partnership building and consultation skills to work effectively and collaboratively, across functions, with various internal/external stakeholders and functional groups in a matrix-oriented environment to facilitate and influence decisions and ensure implementation of action plans to meet and promote business/organizational strategies, goals and objectives.
- Knowledge of the interpretation and application of legislative and regulatory requirements including best practices, procedures, and processes governing construction, occupational health and safety, road transportation and/or rail transportation (e.g., Highway Traffic Act, Railway Safety Act, Occupational Health & Safety Act).
