Job description: The services of a Senior Project Manager (PM-3) are required to lead eHealth initiatives within the Department of Health.Activities include but are not limited to the following:
- Lead project teams;
- Responsible for the execution and overall success of assigned projects including all aspects of Project Management as per DOH’s Project Management Framework;
- Work with the various stakeholders (Business Teams, Application Support Teams, DBAs, vendors, other development teams, etc.) to ensure successful development and implementation;
- Presentation of project status reports to senior management and stakeholders;
- Presentations to external stakeholders, special interest groups, etc.
The primary assignment of the resource will be to the MyHealthNB project work however other assignments may be given at the discretion of the Department of Health.The resource should have strong Project experience with CM, Agile, Health and Integration experience. Candidate should also have a confident and dynamic personality with strong interpersonal skills.Mandatory Requirements and Experience:
- A bachelor’s degree in Business Administration, Computer Science, or a related discipline (an equivalent combination of education and experience may be considered).
- Recent and relevant experience in a Senior Project Manager role. Minimum of 10 years
- Demonstrated experience as a Senior Project Manager in eHealth, successfully managing complex projects that cross multiple business units and organizations, involving multiple direct project participants, and involve addressing business transformation and technical issues. This experience must be from projects delivering solutions enabling citizen access to personal health information and must span across the lines of Enterprise Master Patient Index, Identity as a Service, Web Applications, Mobile Applications, and Integrations. Minimum of 2 years
- Written and spoken competence in English and French (Intermediate) is required.
- Must be available to work in Fredericton, NB upon assignment of contract.
Desired Experience:
- Experience with managing complex projects. Preference will be given to candidates with experience in a New Brunswick eHealth context. 10 years
- Demonstrated experience successfully managing projects and releases into an operational context with complex integrated managed services, spanning multiple technology solution providers, while balancing changing priorities, scope, and timeframes. 3 years
- Strong skills and experience in communication planning, coordination and implementation including presentations to internal and external stakeholders. 5 years
- Demonstrated experience in project activities from initiation to close out (i.e., scope, schedule, resource, and cost management) 10 years
- Experience in specific project execution activities, including issue/risk management, change control, implementation, and transition 7 years
- Superior communication skills and demonstrated experience with communication plans, and implementation plans, including presentations to both internal and external stakeholders at all levels of the organization 7 years
- Demonstrated experience and capability in managing a matrix of specialists in designing programs, and deploying solutions to support eHealth and Digital Health initiatives to broad stakeholders 2 years
- Direct experience managing projects delivering solutions to enable Citizen Access to Personal Health Information 2 years
- Recognized Project Management certification, such as PMP designation by PMI is considered an asset
The Senior Project Manager’s responsibilities include but are not limited to:
- Development of project charters and plans – highlighting scope, schedule, budget planning and cost management, using project management methodologies and procedures from project initiation to close-out;
- Development of business cases from time to time;
- Resource planning, monitoring and work breakdown structures;
- Strategic and tactical implementation plans;
- Manage workstream project schedule, deliverables, and resources for one or more of the MyHealthNB project workstreams;
- Project status updates and reporting to the Program Manager;
- Issue and risk management, escalating to the appropriate individuals;
- Release Management planning and coordination across multiple vendors for the MyHealthNB Solutions;
- Lead the development of deliverables such as:
o Project Plans
o Release Plans
o Status Reports
o Issue and risk logs.
