Key responsibilities include the supervision of Unit staff; planning, budgeting, designing, tendering, and inspecting new construction and major and minor facility renovation projects from conception to commissioning.MAJOR RESPONSIBILITIES: * Directs and manages facility construction / renovation projects from conception to commission, including planning, designing, tendering, preparing contracts, and performing site inspections.

  • Acts as the project manager between consultants, contractors, and Corporate clients.
  • Prepares project budget estimates; monitors project budget to ensure cost containment.
  • Responsible for records management for all phases of construction work, including but not limited to certificates of insurance, bonds, change orders, quality control, payments, deficiencies, service problems, and complaints.
  • Prepares procurement documents for professional services, equipment, and materials.
  • Responsible for the selection of consulting engineers and other related professionals; responsible for the supervision and evaluation of the professionals’ work and their reporting requirements.
  • Supervises the development of technical plans, specifications, and contract documents for various types of Divisional and Corporate projects.
  • Directs the asset management data collection for the City’s facilities including inventory, condition, service level, and risk assessment.
  • Participates in the maintenance of the capital planning and management system for the City’s facilities and prioritizes projects for the City’s facilities capital program.
  • Participates in Divisional strategic and operational planning; implements new initiatives, policies, and systems; participates in the implementation and monitoring of health and safety procedures, standards, and rules for compliance with Provincial and Federal legislation and corporate policies.
  • Assesses Unit staffing needs, makes recommendations on complement amendments and organizational structure, participates in recruitment processes, and makes effective hiring decisions.
  • Supervises Unit staff including staff development, performance management/review, coaching/mentoring, health and safety, and discipline and termination decisions.
  • Prepares general correspondence and reports relative to Unit operations.
  • Provides technical direction to Unit staff and Corporate clients regarding facility construction projects.
  • Acts for the Manager, Capital Facilities Construction when the need arises.
  • Performs such other related duties as may be assigned.

QUALIFICATIONS:Education/Experience:

  • A degree in architectural, engineering or construction technology, together with five years of related construction/renovation design and project experience; or
  • A diploma in architectural, engineering or construction technology, together with seven years of related construction/renovation design and project experience;
  • Three to five years’ experience in a supervisory capacity;
  • Demonstrated knowledge of construction methods and documentation processes, and related legislation;
  • Proven experience in reading/reviewing technical documents, preparing project budgets, project scheduling, and performing site inspections/reviews;
  • Proven experience interacting with and coordinating the work of design consultants and contractors;

Skills/Abilities:

  • Ability to establish and maintain effective relationships with private and public officials, co-workers, and the general public
  • Superior ability to communicate effectively and concisely, both orally and in writing
  • Strong leadership skills including the ability to direct, motivate, evaluate, and recognize staff; proven ability to share skills and knowledge with others
  • The ability to conceptualize and implement new strategies
  • Excellent project/time management, analytical/critical thinking, problem-solving and decision-making skills
  • Proven conflict management abilities and mediation skills
  • Must be at an intermediate skill level in word processing and an intermediate skill level in spreadsheet software
  • Must be competent within the meaning of the Occupational Health & Safety Act

Assets:

  • Experience in database application programs and AutoCAD
  • Experience in Revit or other building information modeling and contract document preparation software
  • Experience with SAP software
  • Knowledge of the functions of City departments, outside boards, and local community groups
  • Previous experience with facility assessment software and capital planning tools
  • Current and active Building Code Identification Number (BCIN) as per the regulations of the Building Code Act.

CONDITIONS OF EMPLOYMENT:

  • Will be required to travel to various work locations and provide own transportation
  • Must work and attend meetings outside of regular working hours
  • Must undergo a successful Criminal Record and Judicial Matters Check (CRJMC)
  • Must undergo a successful Thunder Bay Police Building Search and continue to remain eligible for clearance to Thunder Bay Police facilities
  • Successful completion of BCIN for Design Activities – Large Buildings as described in the Building Code Act within 12 months of employment.
