There are three top leadership priorities that support this One Finance approach: proactively supporting our talent across the finance community; providing collaborative and responsive services to our business partners; and actively engaging in continuous improvement of the way we support each other and do business within our teams and across the entire finance community.Role ResponsibilitiesThe Ministry of Jobs, Economy and Trade is looking for a Team Lead, Contracts and Grants.The Financial Services Branch delivers timely guidance and expertise in financial planning, contracting, grants, reporting operations, while managing the ministry’s fiscal resources.Contract and grants spending makes up a significant portion of the Ministry’s budget. Hence, it must be managed carefully to minimize any potential risks to the Government of Alberta and maximize the value of money spent. This position is a key resource in ensuring that the Ministry is utilizing best practices in contracts and grants management. Reporting to the Director, Financial Reporting & Operations, the position provides centralized contracts and grants management advice and support to the Ministry staff and stakeholders.Operating with a high degree of independence, the Team Lead provides strategic expertise, guiding the adaptation, implementation, and integration of corporate contract and grant policies, procedures, and best practices within both the Ministry and the Government of Alberta (GoA). Additionally, this role maintains clear communication channels with government contracting and grant staff, ensuring consistent updates on policies and processes and facilitating informed decision-making.This role upholds consistency, accountability, and integrity across all Ministry divisions, promoting the core objective of achieving the best value for money. Operating within the Government of Alberta Procurement Accountability Framework, the Team Lead ensures full compliance with all relevant trade agreements, legislation, and policies..Key Responsibilities:

  • Contract and Grant management advice and guidance to Ministry staff: Leading resource to the Ministry staff for providing professional advice and support in grant and contracting processes. It involves researching and developing leading practices, which adhere to the Financial Administration Act, Treasury Board and Finance (TBF) Directives, Procurement Accountability Framework, and department requirements.
  • Compliance reviews: Leads contracts and grants monitoring and compliance by monitoring the evaluation of the effectiveness of procurement and grant processes.
  • Contract and grant reporting: Prepares timely, accurate and relevant contract and grant information to Ministry’s Executive Team and senior management, which complies within legislation, regulation, policies, procedures, and accounting standards to facilitate executive decision making, effective program management and relevant forecasting.
  • Supply Chain Management: Provides support to ministry contacts for creation, modification and other related tasks such as creation of purchase requisitions in Supply Chain Management module of SAP (1GX), as well as run contract management reports in 1GX to provide timely information to senior and executive management, Service Alberta and Red Tape Reduction.
  • Operational Support: Reviews all material packages prior to meeting with Contract and Grant Review Committee,
  • Leadership: Provides day-to-day leadership, mentorship and employee development guidance to the Contract and Grant Advisor. Establish priorities and assist with complex tasks as needed.
  • Process Improvement: Recommend improvements to procurement, contract and grant processes, reinforcing best practices across the Ministry.
  • Stakeholder Education: Deliver ongoing training and support to Ministry stakeholders on procurement, contract and grant processes, building awareness of business requirements.
  • Project Management: Coordinate cross-divisional or GoA procurement, contract and grant initiatives, providing direction and ensuring best practices.

  • University degree in a related field plus 4 years progressively responsible related experience. Equivalences maybe considered.
  • A minimum of 5 years of extensive experience and knowledge in contract and/or grant administration.

Assets:

  • Professional accounting designation (CPA) or a certification in contract administration or purchasing/procurement would be an asset.
  • Experience working at a supervisory level in a large, complex financial environment would be an asset.
  • Experience and sound understanding of public procurement, including theories/principles of this specialized discipline.
  • Extensive understanding, working knowledge, and application of: Treasury Board and Finance Directives, Contracting legislation, Procurement Accountability Framework, trade agreements, policies, procedures and controls, contract and grants administration, contract law, and internal and external control standards.
  • An in-depth understanding is required with tender / contracting principles for the Government of Alberta, risk management and applicable trade agreements.
