Job description: The Technical Specialist, Real Property Asset Management, provides asset management services to support Client-Partner planning and development of real property projects and programs. The incumbent develops data-based products, reports and dashboards, and provides advice and recommendations to support decisions, measure performance and manage portfolio requirements. The incumbent may manage a team of professionals and the
human resources responsibilities for this team. The Technical Specialist manages the Client-Partner relationship and develops creative solutions focused on collaboration and the quality and timeliness of deliverables.KEY AND PERIODIC ACTIVITIES
The duties and responsibilities listed below are representative but not all-inclusive:
Primary
- Support real property asset management planning activities
- Complete data management work associated with real property projects and programs
- Identify internal client and Client-Partner information requirements and interpret and develop analytical and visualization tools (e.g. dashboards, reports) using various data sources and technologies
- Develop, implement and manage data programs (e.g. equipment inventory, real property maintenance, capital asset management)
- Ensure data accuracy and interpret results of analyses
- Validate data with stakeholders, including DCC, DND and industry
- Brief, advise and provide recommendations to Client-Partners based on data interpretation
- Support Client-Partners in developing data-centred infrastructure programs for recapitalization, demolition and maintenance
- Provide project management and technical support to facility management and maintenance, energy management, capital renewal planning, maintenance planning and/or real property development planning programs
- Perform regular data integrity and quality audits
- Promote and manage business development opportunities
- Develop and maintain effective relationships within DCC, and with industry, the Client-Partners and/or stakeholders
- Ensure quality standards are met, in line with corporate and Client-Partner expectations
- Manage risk
- Perform human resources functions (e.g. coach, supervise, mentor, plan and allocate resources, manage performance), as needed

- Manage contracts
- Prepare monthly reports for internal clients and Client-Partners
- Other duties as assigned
SKILLSGeneral and Specific Knowledge
- Best practices, methods, trends and legislation in data collection and analysis, real property management, asset management, energy management, facility management and construction contract management
- Database design, statistics and data sciences
- Project and risk management principles
- Client-Partner project management policies and procedures
Formal Education and/or Certification(s) and Experience
- Minimum: college diploma in architecture, land use planning, engineering technology, facility management, data sciences, computer science, business, mathematics, economics, statistics, management, accounting or related field with five to six years’ relevant experience, or the equivalent
- Preferred: university degree in one of the above fields and/or additional training in asset management and project management.

DEVELOPMENT AND LEADERSHIP
- Lead and manage direct reports, as needed

WORKING CONDITIONS
- Typical office environment with occasional travel
- Some work may be located on construction sites; incumbent may occasionally be required to wear basic safety equipment
