To learn more about the Government of Alberta finance community and how you can make a positive difference in the lives of Albertans, we encourage you to visit our Finance Career Hub for more information.Role ResponsibilitiesThe Ministry of Education and Childcare is looking for a Senior Manager, Capital Financials.Alberta Education, with technical input from Alberta Infrastructure, reviews submissions from school boards for new building and building renovation projects to determine priorities for capital funding decisions as part of the Alberta Government’s capital plan. In addition to developing the provincial school capital plan, Alberta Education develops policies and procedures for the effective planning of the school facilities capital program, the maintenance and renewal program, the lease support program, and the modular classroom program.Capital Planning is an integral part of the Financial Services and Capital Planning Division, providing leadership to school boards, francophone authorities and Charter school societies to provide new facilities and upgrade supported capital infrastructure. Capital Planning representatives are also accountable for the development of the scope of work for capital approvals and work with Alberta Infrastructure representatives to ensure that approved capital projects are managed and implemented in accordance with government policy and appropriate standards and guidelines are followedSenior Manager, Capital FinancialsThe Senior Manager, Capital Financials leads a team responsible for providing a comprehensive range of financial planning and program support services to stakeholders both in and outside of the ministry. This position is accountable for all Education financial reporting related to the multi-billion-dollar School Building Program.The Senior Manager, Capital Financials is also expected to direct the development and implementation of departmental financial policies and internal controls, provide advice in the interpretation of complex financial and accounting policies as well as identify and resolve financial policy issues that may affect program operations and their ability to meet critical business needs.Job Responsibilities

• Ensures the division has effective capital financial policies and controls to comply with legislation, regulation, government wide policies and best practices.
• Directs the development, implementation and management of divisional capital finance tools, policies, internal controls and reporting.
• Ensures the effective and efficient delivery of capital financial services to all relevant branches to enable them to meet their goals as set forth in the department business plan.
• Provides advice and recommendations relating to financial issues, opportunities and challenges associated with the school capital plan, maintenance and renewal program, leasing program, modular program, or other emergent capital issues.
• Develops and leads effective teams through direction and mentoring of staff members; encouragement and facilitation of learning and skill development; and development of plans to meet future human resource needs.
• Leads a team that supports multiple sectors in the Financial Services and Capital Planning Division, and collaborates directly with representatives from Treasury Board and Finance and Infrastructure
• Provides leadership and expertise to cross-ministry special projects, committees, and programs including recommendations to executive management.

QualificationsRequired:

• A University graduation in a field related to the position assignment, supplemented by seven years progressively responsible experience.
• Related experience or University education may be considered as an equivalency on a one for one basis.

Assets:

• Experience with program level capital financial management, tracking, and reporting.
• Experience with major functions related to the interpretation and application of school facilities capital funding policies, procedures, standards, and guidelines.
• Experience with capital planning priorities and processes for the provincial education system, and associated issues/challenges.
• Extensive experience supervising and mentoring staff, including commitment to team building, coaching, and developing staff capacity.
• Experience in the management of projects and program development initiatives.
• Knowledge of applicable legislation, regulations, Ministerial Orders, policies, and guidelines (e.g. Education Act; Closure of Schools Regulation; Capital Borrowing Regulation; Disposition of Property Regulation; Municipal Government Act; Memorandum of Understanding with Alberta Infrastructure; School Capital Manual; Provincial Capital Plan; Freedom of Information and Protection of Privacy Act, Real Property Governance Act), as well as other legislation of other departments that impact sector operations.
